Rural Leisure
The changes , and increase in rural leisure over the last two decades has taken place for various reasons . I hope to provide you with relevant information on , why and how these changes appeared and have been implemented .
So firstly we should look at the part local and national government has played . It was until the last election in may that local authority/government power was depleted by the Conservative government . Measures like the “Local government planning and Land act - 1980 “.
This act replaced central government funding for local needs with a block grant . This block grant was based on national government assessment of the relevant authorities needs .
These grants were strictly enforced . If a local; authority overspent , there was penalties imposed . This may of forced cuts , or re-racting of leisure funds . Some local council and authorities attempted to raise capital by other means , for instance rate increases . The instigation of the local government finance act 1982 prevented this , or penalized local authorities even more . An example of one of this was urban labour/liberal controlled Brent council .
