The current impetus for the observation of human rights worldwide began with the creation of the United Nations Charter in 1945, following the atrocities and human suffering before and during WW II. The United Nations Charter contains the first explicit recognition in international law that an individual is entitled to fundamental rights and freedoms as a human being. Indeed, the Universal Declaration of Human Rights, first created in 1948 and today signed by virtually all countries, specify the most comprehensive of rights and freedoms to be enjoyed by every person.
