World Trade Organization: Good or Bad? The world trade organization (WTO) is an international body established in 1994 to introduce, apply, and oversee international trade regulations and laws. The WTO was designed to create and enforce world trade agreements, as well as to enforce preexisting agreements. Another duty is to oversee the General Agreement on Tariffs and Trade, or GATT. The WTO takes GATT one step further by including not only merchandise goods, but also trade in services and creative works.
