The Portland Expos
With the Montreal Expos, a major league baseball team, looking to move out of its city, the main two targets have become Portland, OR, and Washington D.C. The move to Portland would require money, a new stadium, and fan support through bad and good times. The city of Portland is not a rich city and is not growing in population. They already own a professional basketball team which is headed downhill with over-priced players. Portland does not have enough fans, money, or the patience to develop a successful baseball team.
First, the Northwestern States of Oregon and Washington already own a Major League Baseball team, the Seattle Mariners.
