    Jefferson believed that if the common man were supplied with the correct reliable information then the common man would make the responsible choice. The common man there for had to be educated, from literacy came knowledge and complex decision making and with these became the means of safeguarding self-government and independence. Democracy would be safe in the hands of the common man. The state therefor reasonability is to the common man and to help and assist the common man, from the defense of the nation to the health and welfare of the people.
